Every Door Direct Mail vs. Saturation Mail - What’s the Real Difference?

Updated May 2026 · 5 min read

If you want to blanket a neighborhood without a mailing list, you have two options: Every Door Direct Mail (EDDM) through USPS, or Saturation Mail through a full-service mailing house. From a distance, they look identical - same geography, no list required, delivered to every door. The differences are in the details, and the details matter quite a bit.

EDDM was designed for the solo entrepreneur dropping off flyers. Saturation Mail was designed for businesses that want results.

EDDM launched in 2012 as a USPS program to make direct mail accessible to small local businesses with no mailing experience. The pitch was simplicity: no permit, no list, no mailing house. Just drop off bundled mail pieces at your local post office and USPS delivers them to every address on whatever carrier routes you select.

Saturation Mail is USPS Marketing Mail at carrier-route saturation - the deepest presort level, which qualifies for the lowest Marketing Mail rates. It’s handled entirely by a full-service mailing house (like US Presort), requires a mailing permit, and provides significantly more flexibility in what you can mail, how many pieces you can send, and who you can target within each route.

Both reach the same mailboxes. Here’s how they differ on every dimension that actually matters.

Side-by-Side Comparison

Every Door Direct Mail
(EDDM)
Saturation Mail
Address Block “LOCAL POSTAL CUSTOMER” only - no individual name or address. Every piece is identical. Real name + address, or custom salutation Can mail to “John Doe” with full address, or use “For Our Special Neighbor” - customized to your message. Personalization available for a small add-on cost.
Mailing List No list needed - routes only. You select carrier routes on a map; USPS delivers to every address on those routes. List provided at no extra charge Full carrier-route list included. Can also suppress known movers, filter by occupant type, or add demographics.
Permit No permit required. Anyone can walk in and use it. Permit provided at no extra charge Mailing house holds the permit. No setup required on your end - this is handled as part of the service.
Size Requirements Flat-size pieces ONLY. Must be wider than 6” or taller than 11”. Smaller formats (standard postcards, letters) are not eligible. Letter or flat - your choice Minimum 3.5” x 5.5”. Standard postcards, #10 envelopes, oversized flats - all qualify. Smaller formats mean lower print cost.
Quantity Limit 5,000 pieces per day, per post office. Larger campaigns require multiple drops across multiple days or locations. No quantity limit 100,000 pieces? 500,000? No restrictions. Drop-shipped directly to postal facilities for optimal delivery.
Mail Preparation You bundle in groups of 50 or 100 with a facing slip on each bundle, then deliver to the post office yourself. Sorted into mail trays by carrier route Handled entirely by the mailing house. Tray labels, drop-ship to USPS facilities - more reliable delivery, no work on your end.
Non-Profit Rates Not available. EDDM does not offer non-profit postage pricing under any circumstances. Non-profit postage available Qualifying 501(c)(3) organizations can mail at non-profit saturation rates - some of the lowest postage available anywhere.
Total Cost
Print + Prep + Postage
Postage alone is competitive - but mandatory large format adds print cost. No volume savings. You absorb all prep labor. Equal or lower all-in cost Smaller format options reduce print cost. Non-profit and local mail discounts available. Full prep included. At scale, Saturation Mail is almost always the better value.

The Hidden Cost of EDDM’s “Simplicity”

EDDM’s appeal is that it feels easy. No mailing house, no permit, no list. But “no mailing house” means you’re doing the work yourself - and that work adds up fast.

You have to design and print a piece that meets the flat-size requirement (larger = more expensive to print). You have to bundle it correctly - 50 or 100 pieces per bundle, with the correct facing slip. You have to drop it off at the post office, in person. And if your campaign spans multiple routes across zip codes, you’re doing multiple drops at multiple locations.

The 5,000-piece daily limit is the most overlooked EDDM constraint. A modest campaign covering three zip codes at 10,000 pieces each is a 30,000-piece job - which requires six separate postal drops spread over at minimum six business days. Most businesses discover this after they’ve already committed.

Saturation Mail through a full-service house eliminates every one of these friction points. You approve the design, we handle everything else - list, prep, permits, bundling, and drop-shipping to the postal facilities that serve your target routes.

When EDDM Actually Makes Sense

We’ll be honest: for a handful of use cases, EDDM is fine.

For everyone else - any business running a campaign over 5,000 pieces, anyone who needs personalization, any nonprofit, any campaign where repeat mailings are planned - Saturation Mail is the better choice in every dimension that matters.

Same neighborhood coverage. More flexibility. Lower total cost at scale.

Saturation Mail does everything EDDM does - and considerably more.
